He leaked it only when every officer working at the Japan Coast Guard was able to access it and after the People's Republic of
The suspended officer earlier submitted a letter of resignation to the Japan Coast Guard. But it was not accepted for the reason that the Japan Coast Guard was in a process of punishing the man with either dismissal or suspension.
The majority of the general public feels sympathetic to the officer, expressing anger and frustration over the Kan Cabinet in favor of a very strict punishment, who has ignored its failure to properly deal with the violation of
The Kan Cabinet is still refusing to release the entire video footage, in which the Chinese trawler captain could be shown committing some serious criminal offense against the Japan Coast Guard officers and their ships.
The Kan Cabinet reportedly has been so disappointed by the decision made not to arrest the officer over the breach of confidentiality agreement under the National Civil Service Law of Japan.
The Japanese tweet as follows:

The above can be tentatively translated as follows:
Why don't you ask about the Chinese fishing boat captain? You, Reporters? You (Mr. Sengoku and others) should be arrested! Sengoku was still thinking that the officer should be arrested while ignoring Sengoku's responsibility. You! Coward!
Much influenced by Senkaku Incident, the Chinese deal to purchase land in Nagoya for its Consulate-General faces deadlock. The Government of Japan was expected to sign the deal with China within this year over the sale of the land right in the center of Nagoya city but the deal has been suspended for now because it encountered very strong opposition by the residents nearby.
Watch this video http://bit.ly/g4ZCcJ in which the Japanese citizens protest against the Chinese Consulate-General in Nagoya, Aichi Prefecture, Japan.
Demonstrators are shouting "Free the Nobel Peace Prize Winner for 2010 Mr. Liu Xiaobo!", "Free Tibet!", "Stop violating human rights!", "We the Japanese protect our land!", "To the ruling party the Democratic Party of Japan, you must release the video footage of Senkaku incident!", etc.
Watch this video http://bit.ly/fr5yKR in which after demonstration in the center of Nagoya city, a group of demonstrators (the Japanese people are well-mannered and well-disciplined even in demonstrations, trying to minimize the disturbance they might cause.) reads their statement (in Japanese and Chinese) addressed to the Chinese Consulate-General.
A brief summary of the statement: First of all, we would like to wish you both the People's Republic of China and Mr. Liu Xiaobo the happily ever after you deserve. Congratulations on the happy occasion of having received Nobel Peace Prize! And, we really wish to see Mr. Liu Xiaobo freed from the imprisonment. Senkaku Islands are legally part of Japan as China recognized this fact before. You are prohibited to enter our territory. Therefore, we will never let you invade our territory. We strongly demand that China will not invade Senkaku Islands again.
You Chinese must realize how much you have been hated all over in Asia. We never let China invade Senkaku Islands. We will fight against the Chinese militarism all the way.
Note: Many feel that the Government of Japan has been conducting some control over the mass media not to report this kind of activities against China because exposure to news report on protests against China has been so much limited.
